I do not believe either / or fits the situation you are asking about, LSD, mushrooms, and other psychedelics basically drop mental filters to allow the conscious mind direct access to normally subconscious / unconscious processes. I believe the CIA saw this as a way to bypass those barriers to attempt to create the "perfect spy" by creating a split personality, in the end I believe they determined that mind control while augment-able with drugs, need not rely on them. Other methods were more effective and controllable. LSDs effects were too variable for the purpose. It works great if you want to drop someone who has never touched the stuff off at a mental hospital to disappear them though.
