BS, nothing the video says is true. One of the documents Snowden released is "The Art of Deception: Training for a New Generation of Online Covert Operations" which is a presentation without the transcript which features three pictures of UFOs with no caption (not exactly decisive in any respect). The most interesting slide from that presentation in my opinion is the one that states the following:

Operational Playbook
*Infiltration Operation
*Ruse Operation
*Set Piece Operation
*<strong>False Flag Operation</strong> [emphasis added]
*Disruption Operation
*Sting operation
